Wenzhou City, Zhejiang Province encourages industry associations to participate in quality co governance and promote industrial quality improvement
In November, the Zhejiang Provincial Quality Supervision Bureau held two quality comparison press conferences, in which relevant industry associations in Wenzhou were active organizers. The Longwan District Electrical Appliance Association assisted in organizing and implementing a quality comparison activity for indoor lighting switch products, while the Yueqing Circuit Breaker Association assisted in organizing and implementing a quality comparison activity for small circuit breaker products. The relevant person in charge of the Supervision Department of Zhejiang Provincial Quality Supervision Bureau said that due to the active participation of industry associations, the number of companies participating in the comparison has increased compared to before, and the application of the comparison results in the industry is also more efficient than before.
Participating in the organization and implementation of quality comparison is just a microcosm of Wenzhou Industry Association's active participation in quality governance. In recent years, Wenzhou City has vigorously promoted the pilot reform of industry association quality work, boldly delegated power to industry associations, and established a mechanism for industry association participation in quality co governance work, allowing industry association organizations to play a huge role in promoting industrial quality improvement. The special report on the enforcement inspection of the Product Quality Law of the Standing Committee of the National People's Congress pointed out that Wenzhou has delegated social service functions in 17 administrative powers, including quality management and standardization, to industry associations, giving play to the role of social organizations in quality supervision and management. Zhejiang Province will promote the innovative practices of Wenzhou City throughout the province, and the Wenzhou Municipal Committee will recommend and apply for the 4th Zhejiang Province Public Management Innovation Case.
Zhu Yunhua, Director of Wenzhou Quality Supervision Bureau, introduced that the participation of Wenzhou industry associations in the quality co governance reform has been promoted quickly and effectively, mainly due to the attention and overall planning of the municipal party committee and government. Now Wenzhou has incorporated the reform of industry association quality work into the content of government function transfer reform, included the funds required for industry association quality work reform in the special fund for product quality development, and included the effectiveness of industry association quality work reform in the government quality work assessment. The Wenzhou Municipal Government has held 8 industry association quality work reform conferences, studying and solving a number of problems and difficulties encountered in the reform pilot.
In the reform, the Wenzhou Quality Supervision Bureau has transferred and delegated 17 powers (matters) to industry associations, involving the promotion of advanced quality management methods, brand building, standardization work, quality and safety supervision, administrative approval, anti-counterfeiting and quality control, and quality credit construction. Enterprises applying for various advanced quality and famous brands need to go through the recommendation and review procedures of the association. The association has taken on the responsibility of supervising and spot checking the rectification and confirmation of unqualified enterprises, and has also established quality and safety risk monitoring points within the association to carry out industry quality and safety risk monitoring work. The association can participate in the verification work of quality supervision administrative licensing.
As of now, 13 industry associations in Wenzhou that have participated in the quality work reform have established 11 advanced quality management incubation bases, 10 quality and safety risk monitoring points, and 13 quality rights protection liaison offices. 12 industry associations have undertaken the acceptance, preliminary review, and recommendation rights of Wenzhou's famous brand products.
Under the organization and promotion of industry associations, the enthusiasm of Wenzhou enterprises to formulate various standards is unprecedentedly high. In the pump and valve industry of Yongjia County, member enterprises of the association have formulated and revised 53 standards, including 12 national standards, 33 industry standards, 2 local standards, 2 "Made in Zhejiang" group standards, and 5 alliance standards.
Industry associations establish product quality and safety risk monitoring points and anti-counterfeiting and rights protection liaison offices, actively collect and report quality and safety risk monitoring reports, cooperate with quality supervision departments to carry out risk management and anti-counterfeiting and rights protection work, extend the tentacles of supervision to grassroots and enterprise sources, and greatly improve the effectiveness of industry supervision. The Yueqing Small Circuit Breaker Industry Association is responsible for supervising and spot checking the rectification and confirmation of unqualified enterprises, forming an expert group to provide technical guidance to more than 200 unqualified enterprises and fulfill the responsibility of rectification and confirmation.
Since the beginning of this year, various association incubation bases, in conjunction with Wenzhou Quality Brand Research Center, have organized more than 20 advanced quality management training sessions, with more than 800 training enterprises. Throughout the year, the city has promoted the introduction of 122 outstanding performance management enterprises, and the proportion of industry-leading and high growth enterprises implementing advanced quality management has reached 74.21%. Under the strong promotion of industry associations, Wenzhou's pump and valve industry has been awarded the title of National Famous Brand Creation Demonstration Zone, and the eyewear and pen making industries have been awarded the title of Municipal High Quality Product Production Demonstration Zone
